Takeaways from Recent PHMSA OQ Enforcement Actions

Regulatory enforcement actions become precedent. We’ll share details of recent settled enforcement actions that may change how Operator Qualification is conducted at your company. For instance, do you use a process to document the names of individuals who perform covered tasks? How about when an unqualified person works under span of control? Have regulatory inspectors asked for this information yet? If not, they soon might. We’ll provide the case numbers and reference documents so you can thoroughly understand each issue.

We’ll share PHMSA’s view of certifications used to meet OQ program requirements and discuss common OQ Plan pitfalls, including generic OQ Plan documents, “parroting the code,” and establishing covered tasks so that you can proactively address them.

Takeaway:

  • Operators must continually improve their OQ programs. One way to gain regulatory insight is to review and incorporate lessons learned through settled enforcement actions. EWN has analyzed the regulatory documents and has solid, easy-to-implement recommendations ready.

More About This Webinar

In the context of Operator Qualification (OQ), the terms “suspension” and “disqualification” are used almost interchangeably.

However, these terms have very different meanings.

In this webinar, we will explain how suspension and disqualification are used by the Pipeline and Hazardous Materials Safety Administration (PHMSA) and how operators and contractors should understand these terms and incorporate them into their written OQ Programs.

In this video, get a glimpse of the real-world examples that Brian will demonstrate in the webinar.
